SMO-15209 - CX Student IPEDS

OVERVIEW:

     This SMO updates all the IPEDS reports to handle the new "A" biological 
     sex code, and the international phone prefix was added to the IPEDS
     Student Confirmation screen.  This contains several improvements and bug
     fixes for the National Student Clearinghouse report process as well.

NEW FEATURES/ENHANCEMENTS:

    1)  Feature: [CX-52369]

        Updated the numerous IPEDS reports to support biological sex and
        added the international phone prefix to the Student Confirmation
        screen.

    Benefits/Who:

       This will benefit any users of IPEDS reporting.

            NOTE: A macro value has been added to aid this update. Please
                  review your instiution's policies and adjust accordingly.
                  See Implementation Consideration Section for details.

    2)  Feature: [CX-55643]

            Modified the existing NSC and NSLCDV reports to check the Alternate
            ID rec's Inactive Date and Sex value.

        Benefits/Who:

            This will benefit any users of the NSC and NSLDV reporting. 

    3)  Feature: [CX-55615]

            Modified the report messaging on the "Check NSC Status" report when
            no data was found in the database.

            This will benefit any users of the NSC reporting.
